Brian Chang currently serves as New York City’s Chief Decarbonization Officer and Deputy Commissioner for Energy Management and at the New York City Department of Citywide Administrative Services (DCAS).

In this capacity, Chang oversees citywide energy efficiency, renewable energy, and building decarbonization programs. He comes to DEM from the Port Authority of New York and New Jersey, where he has served in various roles focusing on energy management, sustainability, and vehicle technology programs.

There, Chang’s achievements include securing grant resources for projects, leading negotiations for renewable energy projects, and implementing carbon reduction initiatives to meet the entity’s sustainability goals. Prior to the Port Authority, Chang also worked at the U.S. Department of State and as the managing editor of Time Out Beijing.

He holds a master's degree in international Energy Management and Policy from Columbia University’s School of International and Public Affairs.
